Dr Toh See Kiat is founder and Chairman of Goodwins Law Corporation in Singapore; Chairman of Edition Limited (an agritech company listed on the Stock Exchange of Singapore); and Chairman of CommerceNet Singapore Limited (where he initiated the creation of the TrustSG electronic commerce trustmark and mooted the formation of the World Trustmark Alliance). He has an LLB (Hons) Degree from the National University of Singapore, an LLM from Harvard University and a PhD from the University of London. His legal practice is in the areas of intellectual property, e-commerce, data protection, and technology law (AI, Web3, Industry 4.0).
Dr Toh authored a book, Paperless International Trade: Law of Telematic Data Interchange and recently contributed a chapter on AI and the future of law in a book, Will AI Dictate the Future. He also authored a chapter, “Governing Artificial Intelligence (AI): Is Legislation the Answer?” in the Singapore Computer Society's online Book of Knowledge on AI Ethics and Governance. He taught law in the National University of Singapore, the Nanyang Technological University (Singapore) and the Tyndale University (Canada) for more than 35 years. He has also been active in public service, having served as a: Member of Parliament in Singapore; Chairman of the Aljunied Town Council; member of the National Trust Council in Singapore; President of the Consumers Association of Singapore (“CASE”) and President of the Singapore Association of the Visually Handicapped.
Dr Toh was admitted to the Singapore Bar in 1983. He also helped draft legislation for several jurisdictions (including Singapore, Vietnam, Abu Dhabi and Dubai).
